Alpha 3.8 Roadmap seems extremely optimistic given it is the end of year patch and the amount of major features (MicroTech, Carrack, Hull-C, New Babbage, Salvage, Mag Boots, Zero-G Push & Pull, etc.).

(Update Feb 10th 2019): The end of year patches (Q4) are generally much lighter than other patches and tend to get things pushed into the following year. Planets and celestial objects seem to also still be "on schedule". While the ship pipeline has seen only small changes the features and gameplay have received big delays with the appearance of but a few new features.

As the last major patch of the year it is looking unlikely that Salvage will be testable in 2021. Update 25 September 2021: It seems Alpha 3.15 will have some pretty interesting changes to how the game will play and therefore marks a significant patch. This patch is estimated for release end of September 2021.
